To approve as a correct record the minutes of the Waste Management Working Group meeting held on the 22 October 2019.


The minutes of the meeting held on 22 October 2019 were approved as a true and correct record.


Information on different aspects of Waste Service

Details will be provided on the Household Waste and Recycling Centre, covering current operations and the proposed re-development and improvements.


Julie Rogers, Director of Environment and Highways, provided Members with an update on the Consultation and stated that Councillor Fletcher would be issuing a press release on Wednesday 8 January 2020 which would provide information on the consultation. That Members had agreed to the new consultation timeline. The consultation would go live on Wednesday 8 January 2020 and run for eight weeks up to the 4 March 2020. That every household in Thurrock would receive a copy of the Post Card later this week with hard copies of the consultation being available in libraries/hubs etc. The Portfolio Holder had agreed that bin stickers would be provided which would include a letter reminding residents to participate in the consultation. The Council portal would be able to provide a running check on progress. Members were reminded of the agreed timelines with a draft strategy going to the Cleaner Greener Safer Overview and Scrutiny Committee and Cabinet in the early part of the next municipal year.


Members requested to see an example of the bin sticker before they were issued. Lynn Aben stated the bin stickers should be ready in about two weeks to which they would then be sent electronically to Members and the Portfolio Holder for their information.


Members were then provided with an update on the Household Waste and Recycling Redevelopment and shown plans of the existing site, the initial site plan and plans for the potential new site. Members were updated on the plans for the temporary site where two potential sites had been identified. Known as T1 which had not been a viable option and T2 which could be used as a temporary site until the redevelopment of the initial site had been completed and would then be incorporated into the overall development. This would increase capacity and increase further growth provision. That a further planning application had been submitted to extend the site permanently with potential that the application being presented at the February Planning Committee. Members were reminded that as this was a Council planning application and if approved would need to be signed off by the Secretary of State.


Members were also provided with the following updates:


           Timeframe – Plan to start in April 2020 as planned but dependent on the winning contractor should be completed by October 2020.

           There would be minimum disruption to residents.

           Signage would be present to assist, guide and support residents.

           Automatic Number Plate Recognition would continue on the site.

           The Vehicle Permit Scheme would continue on the site.

           Trees would be planted around the whole of the site to address pollution and Officers are looking at how many, the impact and what species of trees should be planted.

           Clarity would be sought on whether the new bridle path on Buckingham Hill Road formed part of the new road scheme.

           Final phase would be to look at Commercial Waste.
