Exclusion of the Public and Press

 

 Members of the Sub-Committee agreed that, in accordance with Section 100A(4) of the Local Government Act, 1972, the press and public be excluded from the meeting for the following items of business, on the grounds that they could involve the possible disclosure of exempt information as defined in paragraph 1 (Information relating to any individual) of Schedule 12A of that Act

The Chair asked all parties if they had any requests, it was noted that there were no requests.

 

The Licensing Officer introduced the report to Members of the Sub-Committee informing them a review of the premises licence for Artemis, Corringham, Essex was received from County Licensing Officer, Stephen Sparrow, of Essex Police. The application for review related to the licensing objective of Prevention of Crime and Disorder.

           

Members, Essex Police and the applicant were provided the chance to ask questions of the Licensing Officer.

 

Essex Police were given the chance to put their case to the Sub-Committee.

 

All parties were asked if they had any questions for the Police. There were none.

 

The representative for the applicant was then provided with the opportunity to present his case.

 

Members, Essex Police and the Licensing Officer were given an opportunity to ask questions to the applicant. There were none from the Licensing Officer or the Police.

 

Following questions from Members, the Chair moved on to closing summaries.

 

The Licensing Officer provided a short summary to the Sub-Committee. She explained it was therefore up to the Sub-Committee to

 

Essex Police addressed the Sub-Committee highlighting they took the matter before Members very seriously.

 

The representative for the applicant was asked to present their summary of their case to Members, during which it was commented they felt it was unfair for the matter to be brought to the Sub-Committee.

 

The Chair asked if there were any further questions, there were none.

 

The Sub-Committee adjourned at 7.39pm for deliberation and were accompanied by the Legal Advisor and the Democratic Services Officer. 

 

The meeting reconvened at 7.55pm.

 

RESOLVED:

 

That the premise licence be revoked.
