Approve the recommendation set out in this report to procure a Housing Works Delivery Partner for a period of ten years with an option to extend the contract by five years plus a further five years (10+5+5) after the initial ten-year period subject to performance and funding.

Approve delegated authority for the award of contract for the Housing Works Delivery Partner to the Corporate Director of Adults, Housing and Health in consultation with the Portfolio Holder and Section 151 Officer.

That Cabinet agrees to a 1-2% increase in the annual contract value to accommodate the potential cost of annual  uplifts.

To approve the plan to re-tender inline with PCR 2015 regs for an Education SaaS, using CCS Framework RM6259.

The Education SaaS is a core system for the Council - Without this contract the Council would be left without an application to manage our learning and skills data, would not be able to process school admissions, free school meals, early funding payments to providers or complete various statutory returns that are required by the DfE.

The new contract will be a 4+1+1 year term.

1.    Cabinet agree the recommendation for the Council to collaborate with Essex County Council (ECC) on a procurement exercise for a Dynamic Purchasing System (DPS) and to undertake further competition via the DPS to award contracts for Children’s home to school transport as set out in section 3.  

2.    Cabinet agree that the Director of Children’s Services, in consultation with the Education Portfolio Holder is given delegated authority to award contracts following further competitions under the DPS.

That Cabinet approve the revised approach to precautionary gritting services.  

That Cabinet agree for the roads to be removed from the Priority 1 gritting routes and be included within the Priority 2 routes as set within the report. 

That Cabinet approve the adoption and publication of the East Tilbury (Bata Village) Conservation Area Character Appraisal and Management Plan (April 2023) and of the Corringham Conservation Area Character Appraisal and Management Plan (April 2023).

That Cabinet approve the publication of the Thurrock Scheduled Ancient Monuments: Assessment of Settings report (April 2023).

Cabinet to recommend to the Council meeting that it delegates authority to a future meeting of the Planning Committee to decide whether or not it adopts LDO2.

To approve the re-tender of care and support services at Elizabeth Gardens, Long Lane Grays 

To approve the draft Thurrock Design Charter for public consultation and agree to delegate authority to the Interim Director of Place, in consultation with the relevant Portfolio Holder, to make any changes resulting from that consultation and to adopt the final version.

To agree to go to market to source and external Provider to provide Direct Payment Support Services and delegate award decision to Director and Portfolio Holder.

To approve continuation of funding for the Tilbury to Gravesend Ferry to be maintained through identified funding to enable a new contract to be entered into with Kent County Council following a non-committal tender undertaken by KCC.

To approve the tender of Domiciliary Care Services.

Cabinet approval to submit a planning application for the interchange. 

A Cabinet decision is needed to authorise officers to work with Homes England to  agree the mutual withdrawal  of the  Grant Determination Agreement covering the release of the Purfleet Regeneration HIF grant allocation. 

Cabinet approval to terminate the Underpass Design programme and  authorise the development of alternative options.

To approve the 2024/25 Integrated Transport Block (ITB) capital programme for implementation.

To agree the HRA Business Plan, budget and rents for 2024/25.

To recommend to Council the 2024/25 revenue and capital budgets.
