19.	Items of Urgent Business To receive additional items that the Chair is of the opinion should be considered as a matter of urgency, in accordance with Section 100B (4) (b) of the Local Government Act 1972. Additional documents: Webcast for 19. Minutes: There were no items of urgent business.

21.	New Application for a Private Hire Driver Licence View the reasons why item 21. is restricted Additional documents: Restricted enclosure 4 View the reasons why document 21./2 is restricted Restricted enclosure 5 View the reasons why document 21./3 is restricted Webcast for 21. Minutes: The Chair of the Sub-Committee advised all present of the process of the hearing. The Committee noted the Applicant was absent and had agreed for the Application to be heard in absence. The Licensing Officer was invited to introduce the report as outlined within the agenda. In the Applicants absence the Licensing Officer read out paragraph 2.4 of the Report as published in the agenda. Members were provided the chance to ask questions of the Licensing Officer. The Committee noted the Applicant’s statement. The Licensing Officer then provided a short summary to the Sub-Committee. The Chair sought everyone had said all they wished too; it was agreed they had. The Sub-Committee then adjourned for deliberation at 7.14pm and were accompanied by the Legal Advisor and the Democratic Services Officers. The meeting reconvened at 7.17pm. The Legal Advisor read out the Sub-Committee’s decision. RESOLVED 1.1(b) The Sub-Committee refuse the Private Hire Driver’s licence application.

Minutes: The Chair of the Sub-Committee advised all present of the process of the hearing. He then invited the Licensing Officer to introduce the report as outlined within the agenda. Members and the licence holder were provided the chance to ask questions of the Licensing Officer. The licence holder was then given the opportunity to present their case. Following this Members and the Licensing Officer were given the opportunity to ask questions of the licence holder. The Licensing Officer then provided a short summary to the Sub-Committee. The licence holder was asked to present a summary of the case to the Sub-Committee. The Chair sought everyone had said all they wished too; it was agreed they had. The Sub-Committee then adjourned for deliberation at 7.36pm and were accompanied by the Legal Advisor and the Democratic Services Officers. The meeting reconvened at 7.46pm. The Legal Advisor read out the Sub-Committee’s decision. RESOLVED 1.1(e) The Sub-Committee revoke the Hackney Carriage / Private Hire Driver’s licence.
