The Licensing Officer requested that the order of the agenda be amended and asked that Item 6 be heard first as the licence holder would be the only additional person in attendance at the meeting. He further requested Item 3 and 4 be heard together as they were for the same Applicant and both reports were virtually identical. The Chair agreed. |

Review of a Hackney Carriage / Private Hire Driver Licence Additional documents: Minutes: The Chair of the Sub-Committee advised all present of the process of the hearing. He then invited the Licensing Officer to introduce the report as outlined within the agenda.
Members and the licence holder were provided the chance to ask questions of the Licensing Officer.
The licence holder was then given the opportunity to present his case. Following this Members and the Licensing Officer were given the opportunity to ask questions of the licence holder.
The Licensing Officer then provided a short summary to the Sub-Committee.
The licence holder was asked to present a summary of his case to Members.
The Chair sought everyone had said all they wished too; it was agreed they had. The Sub-Committee then adjourned at 7.27pm for deliberation and were accompanied by the Legal Advisor and the Democratic Services Officers.
The meeting reconvened at 7.32pm.
The Legal Advisor advised the licence holder that compelling reasons were not provided to keep their hackney carriage/private hire driver licence therefore it would be revoked.
RESOLVED that the Licensing Sub-Committee revoke the Hackney Carriage/Private Hire Driver’s Licence.

Determination of a request for a private hire vehicle to be licensed beyond the age limit Additional documents:
Minutes: The Chair of the Sub-Committee advised all present of the process of the hearing.
The Chair advised, as agreed, Item 3 and 4 would be heard together as both applications were almost identical and had been brought by the same Applicant. The Chair noted the Applicant was not in attendance at the meeting and had requested the application be heard and determined in absence. The Chair agreed. The Chair then invited the Licensing Officer to introduce the reports as outlined within the agenda.
Members were provided the chance to ask questions of the Licensing Officer.
The Licensing Officer then provided a short summary to the Sub-Committee. The Chair sought everyone had said all they wished too; it was agreed they had. The Sub-Committee then adjourned at 7.43pm for deliberation and were accompanied by the Legal Advisor and the Democratic Services Officers.
The meeting reconvened at 7.45pm
RESOLVED that the Licensing Sub-Committee agrees that there are exceptional circumstances to depart from its policies and grants the Private hire vehicle licence. |

Determination of Application for the Revocation/Suspension of a Personal Licence Additional documents:
Minutes: The Chair of the Sub-Committee advised all present of the process of the hearing and asked if there were any requests. It was noted the licence holder was not in attendance but this was not required under the process prescribed in the Licensing Act 2003.
The Licensing Officer was then asked to introduce the Report as detailed in the Agenda.
Members were provided the chance to ask questions of the Licensing Officer.
The Licensing Officer then provided a short summary to the Sub-Committee.
The Chair sought everyone had said all they wished too; it was agreed they had. The Sub-Committee then adjourned at 7.52pm for deliberation and were accompanied by the Legal Advisor and the Democratic Services Officers.

RESOLVED that the Licensing Sub-Committee revoke the personal licence. |
