Declarations of Interests Minutes: Councillor Ralph declared that he had received a donation to a charity event he had previously organised.

Application for a Summary Review of a Premises Licence Minutes: The Chair of the Sub-Committee advised all present of the process of the hearing. He then invited the Licensing Officer to introduce the report as outlined within the agenda on pages 5 to 130.
All parties were provided the chance to ask questions of the Licensing Officer. There were none. </AI4> The Sub-Committee then heard from the representative for the Premises Licence Holder.
Essex Police were then given the opportunity to present their case.
Members then heard from the Legal Representative on behalf of the Leaseholder.
<TRAILER_SECTION> The Licensing Manager then provided a short summary to the Sub-Committee during which he outlined the decisions available to the Sub-Committee.
Essex Police were asked to present a summary of their case to Members.
Finally, the Legal Representative on behalf of the Leaseholder. was given the opportunity to summarise his case.
The Chair sought everyone had said all they wished too; it was agreed they had. The Sub-Committee then adjourned at 8.16pm for deliberation and were accompanied by the Legal Advisor and the Democratic Services Officer.
The meeting reconvened at 8.32pm.
RESOLVED:
That the Sub-Committee agreed to revoke the suspension and restore the premise licence with immediate effect, with an additional condition.
