Items of Urgent Business

To receive additional items that the Chair is of the opinion should be considered as a matter of urgency, in accordance with Section 100B (4) (b) of the Local Government Act 1972.

There were no items of urgent business.

There were no declarations of interest.

15.

Renewal Application For A Private Hire Driver Licence

Minutes:

The Chair asked all parties if they had any requests, and it was noted that there were no requests

 

The Licensing Officer introduced the report as outlined within the agenda on pages 5 to 30.

 

Members and the applicant were provided the chance to ask questions of the Licensing Officer.  There were none.

 

The applicant was then provided with the opportunity to present his case.

 

Members and the Licensing Officer were given an opportunity to ask questions to the applicant.

 

The Chair enquired if there were any further questions for applicant, before moving on to closing summaries.

 

The Licensing Officer provided a short summary to the Sub-Committee during which she stated the Sub-Committee must decide whether the applicant was a fit and proper person to hold a Private Hire Driver’s Licence.

 

The applicant was asked to present a summary of his case to Members; during which he commented he was not aware that he had to inform the Local Authority of his motor conviction and apologised for this.

 

The Sub-Committee adjourned at 7.16pm for deliberation and were accompanied by the Legal Advisor and the Democratic Services Officer. 

 

The meeting reconvened at 7.23pm.

 

RESOLVED:

 

The Sub-Committee agree to grant the Private Hire Driver’s Licence

 

16.

Review Of A Hackney Carriage Private Hire Driver Licence

Minutes:

The Chair asked all parties if they had any requests, and it was noted that there were no requests

 

The Licensing Officer introduced the report as outlined within the agenda on pages 31 to 55.

 

Members and the applicant were provided the chance to ask questions of the Licensing Officer. There was one question from Members.

 

The complainant and her mother then entered the room. Chair thanked the complainant for attending the hearing and ask her if she was happy to answer a few questions from members. She confirmed that she was.

 

The complainant then left the room and the applicant was then provided with the opportunity to present his case.

The controller and the manager then gave their version of events of conversations they had with the complainant and her mother.

 

Members and the Licensing Officer were given an opportunity to ask questions to the applicant.

 

The Chair enquired if there were any further questions, before moving on to closing summaries. There were none.

 

The Licensing Officer provided a short summary to the Sub-Committee during which she referred Members to the Statutory Taxi and Private Hire Vehicle Standards 2020 and with this in mind, it was for them to decide if the applicant was a fit and proper person to hold a  Hackney Carriage/ Private Hire Driver’s Licence.

 

The applicant was asked to present a summary of his case to Members; during which he commented he had nothing further to say. The Manger of the Taxi Company then mentioned that she didn’t feel he had done anything wrong.

 

The Chair asked if there were any further questions, there were none.

 

The Sub-Committee adjourned at 8.16pm for deliberation and were accompanied by the Legal Advisor and the Democratic Services Officer. 

 

The meeting reconvened at 8.47pm.

 

RESOLVED:

 

The Sub-Committee agreed to not revoke the Hackney Carriage/ Private Hire Driver’s Licence.
