12.

New Application For A Hackney Carriage / Private Hire Licence

Minutes:

The Chair asked all parties if they had any requests, and it was noted that there were no requests.

 

The Licensing Officer introduced the report as outlined within the agenda.

 

Members and the applicant were provided the chance to ask questions of the Licensing Officer.

 

The applicant was then provided with the opportunity to present his case.

 

Members and the Licensing Officer were given an opportunity to ask questions to the applicant.

 

The Chair enquired if there were any further questions for applicant, before moving on to closing summaries.

 

The Licensing Officer provided a short summary to the Sub-Committee during which she stated the Sub-Committee must decide whether the applicant was a fit and proper person to hold a Hackney Carriage / Private Hire Driver’s licence.

 

The applicant was asked to present a summary of his case to Members; during which he commented when he was before the sub-committee previously he was running late from attending a college course and decided to continue with the hearing which he did virtually on his phone from his car. He continued to explain he felt it best to explain himself in person which was why he had replied for his license. He continued to explain he was doing all he could to improve his life.

 

The applicant’s representative remarked that the applicant was a good person he was trying to improve his life, following the previous hearing from which he was offered the opportunity to appeal the decision and he advised his friend not to do so and wait the appropriate time to apply again.

 

The Chair asked if there were any further questions, there were none.

The Sub-Committee adjourned at 7.28pm for deliberation and were accompanied by the Legal Advisor and the Democratic Services Officer. 

 

The meeting reconvened at 7.48pm.

 

RESOLVED:

 

The Sub-Committee agrees to refuse the Hackney Carriage / Private Hire Driver’s licence.
