Minutes:
The Chair of the Sub-Committee advised all present of the process of the
hearing. He then invited the Licensing Officer to introduce the report as
outlined within the agenda.
Members and the Applicant were provided the chance to ask questions of
the Licensing Officer.
The Applicant was then given the opportunity to present his case. To support the application, the Applicant advised:

to ask questions of the Applicant.
Clarification was sought from Members where the CCTV cameras were situated and could the outside of the premises be captured on CCTV.
The Licensing Officer then provided a short summary to the Sub-Committee.
The Applicant was asked to present a summary of his case to Members. The Applicant advised the Sub-Committee that he was a small business looking to expand and that his business would benefit the local people and the community.
The Chair sought everyone had said all they wished too; it was agreed they
had. The Sub-Committee then adjourned at 7.35pm for deliberation and were
accompanied by the Legal Advisor and the Democratic Services Officer.
The meeting reconvened at 7.39pm
The Legal Advisor advised that the Sub-Committee had considered the report and appendices together with the oral submissions and had determined the application to grant the premises licence under the Licensing Act 2003. In addition to the conditions placed by the Police and Trading Standards, an additional condition was imposed by the sub-committee that closed circuit television surveillance (CCTV) system must be installed to show not only entrances, exits and the areas where alcohol sales took place but to also include inside and outside the premises.
RESOLVED: That the Licensing Sub-Committee grant the premises license with the additional condition that closed circuit television surveillance (CCTV) system to be installed to show not only entrances, exits and the areas where alcohol sales took place but to also include inside and outside the premises.
